HKRN Leave, Transfer, Resignation and Termination Rules

If you are already deployed through Haryana Kaushal Rozgar Nigam, your leave, transfer and exit are governed by the Deployment of Contractual Persons Policy, 2022 and its amendments, and by the process described in the official HKRN FAQ. Below are those rules, taken from the files on hkrnl.itiharyana.gov.in.

hkrnportal.com is an independent guide. For your own case, follow your DDO and the HKRN portal.

HKRN leave rules: one casual and one medical leave a month up to 10 each a year, holidays, weekly off and maternity leave
Leave for staff deployed through HKRN

Leave

Clause 7.3, as substituted on 26 October 2023, gives deployed staff:

  • public holidays, restricted holidays and at least one day off a week;
  • one day casual leave and one day medical leave in each calendar month, on a pro-rata basis;
  • a maximum of 10 days casual leave and 10 days medical leave in a calendar year, including leave carried forward within the contract period;
  • maternity leave for women under the Maternity Benefit Act, 1961.

The FAQ adds that leave beyond this is leave without pay, and that maternity leave is applied for by submitting documents on the HKRN portal for the DDO or HOD to approve.

Contract term and extension

A deployment lasts one year or the period written in the Deployment Offer Letter, whichever is earlier. Two months before it ends, the department can ask for an extension of up to a year, with Finance Department approval. The policy says the deployed person cannot claim regularisation in the organisation.

Transfer and redeployment

  • Transfer requests are made through the Apply for Transfer Request link when it is open for a period. The official home page also has a link for Redeployment/Transfer Request.
  • The FAQ says transfer is only from one district to another. Transfer within a district is not allowed.
  • Redeployment happens within the same organisation or department, to another location as needed. The department advises HKRN to do it.

Resignation

Serve the notice period, submit the required documents and get clearance from your department. The DDO processes the resignation on the portal on the same date and sends it to the HOD and HKRNL for approval. Under the 2025 amendment, a person who resigns on their own can be considered again on merit later.

Termination

For misconduct, the employer first holds an inquiry and issues a show cause notice. If the reply is not accepted, the DDO starts a termination request on the portal with the departmental letter and the show cause reply. The portal sets a termination date, and HKRNL can cancel the request or proceed. A person removed before the end of the term for misconduct or poor performance will not be considered for deployment again.

Compassionate help

If a deployed person dies while in contractual service, the 2025 amendment lets the family choose either compassionate financial assistance of Rs 3 lakh or compassionate deployment to a job role at the same or a lower level.

Experience certificate

Employees generate an experience letter from the Experience Letter tab in their HKRN account. See the employee login guide.
