HKRN deploys contractual staff in three job levels. Each level has its own job roles and qualifications, listed in Annexures A, B and C of the Deployment of Contractual Persons Policy, 2022, as amended in 2023. Basic eligibility
- Permanent resident of Haryana with a valid Parivar Pehchan Patra (official FAQ).
- Age 18 to 42 years. Reserved categories get relaxation in the upper age limit as per Government instructions (2025 amendment).
- The qualification prescribed for the job role in the annexures, or the one set by the indenting organisation.
- Hindi or Sanskrit as a subject in Matric, or Hindi as a subject in a higher class, as noted under each annexure.
Maximum age to stay deployed
The 13 May 2025 amendment says a person can stay deployed up to 60 years in Level-I and up to 58 years in the other levels. The deployment ends on the last day of the month in which the person reaches that age.
Level-I job roles (Multi-Tasking Workers)
Qualification: Matric with Hindi or Sanskrit, as amended in 2023. Sanitation workers need to be literate enough to read and write Hindi.

A 2023 amendment also lets government organisations use HKRN for roles above Level-III, with prior approval of the Government and Finance Department for the selection criteria and wages.
